An accent you don't really hear anymore, my grandfather from Lucan (born 1915) sounded just like this. Have always felt bad for this character in A Clockwork Orange, more so given that the homeless are often targets of abuse while rough sleeping.

It's gas, in Woof's video the dude mentioned this, which was doing the rounds and which I discussed here, basically saying that yep, it's bullshit and then moves on assuming (correctly) that his conspiratard audience (like Woof and Tiglet) won't notice 😆
